David Todd’s Background
Many people have seen David around Leavenworth County for years. Here is a closer look at his family roots, agricultural background, leadership experience, and lifetime of service.
Rooted in Leavenworth County
David is proud to be a 4th generation Leavenworth County resident. His great-great grandfather, Wendelin Hund, came to Kansas when it was still the Kansas Territory. Many may recognize the name from Wendelin Vines Winery off 167th Street, which was named in his honor by David’s cousins.
Public service also runs through David’s family. His great grandfather, John M. Hund, served in the 1901 Kansas Legislature, and David’s wife, TerriLois, served in the 2011 Legislature.
Federal Service & Management Experience
Professionally, David is a retired Federal Civil Servant with 33 years of service, mostly at Fort Leavenworth. He started his career as a GS-2 clerk and retired as a GS-13 Chief of Material Maintenance.
During the last 14 years of his career in management, David handled budgets, personnel issues, project priorities, contract proposals, and daily operations for four shops. That experience taught him the importance of finding efficiencies and managing resources responsibly.
A Lifetime in 4-H & Agriculture
4-H has always been a major part of David’s life. His grandmother, mother, many aunts, uncles, and cousins served as 4-H club leaders. His mother, David, his sisters, his children, and now his grandchildren have been or are current 4-H members.
David has served as a club leader, project leader, fair superintendent, judge, and founding member of the Leavenworth County 4-H Foundation, where he has continued to serve and support the foundation for 27 years.
4-H also led David into production agriculture. He raised Gelbvieh cattle, swine, and hay for many years, and he remains involved in agriculture today as an auctioneer with a weekly hay sale throughout the winter.
Community Service That Shows Up
David is a member of the Leavenworth County Fair Association, Leavenworth County Beef Improvement Association, Leavenworth County Farm Bureau, Leavenworth County 4-H Foundation, and Linwood Lions.
He also donates his service as an auctioneer 12 to 14 times each year for fundraising benefits.
Through his life’s work, David has provided service, leadership, guidance, and problem-solving for government operations, county organizations, and local events.
Leadership During Difficult Moments
David has served several terms on the Leavenworth County Extension Council, which advises and assists with county extension programs and provides oversight of the budget and office operations. He was elected by the council to serve three years as board chair and currently serves on the State Extension Advisory Committee, sharing ideas and information at the state level with Kansas State University Extension.
David has also served on the Board of Directors for the Leavenworth County Fair Association for more than 35 years. During his tenure as president, a tornado hit the fairgrounds in May of 2000, damaging nearly every building and destroying some. With roughly 90 days before fair time, David oversaw the repair and reconstruction process. With the exception of one building, all were repaired and the fair opened on time as scheduled.

To say David loves Leavenworth County is an understatement. He is a lifelong resident with deep roots, a long record of service, and a commitment to giving back to the community.
David has spent his entire adult life discussing issues with friends and neighbors. He has an excellent working knowledge of what the constituents of the 5th District want and expect from their elected representatives.
As County Commissioner, David will continue those daily interactions, listen to the people, understand the issues, and work to get results for the demanding challenges facing Leavenworth County.
